India:
India had been using Tamil Eelam as its trump card. It helped Tamils during the regime of Indira Gandhi. After realizing that the Eelam Tamils had not cooperated with the plans of Indian upper caste, the situation had started changing drastically. We may quote many things starting from sending IPKF to kill Eelam Tamils.
At the same time, when its intention was vehemently opposed in Tamilnadu, it showed Rajiv Gandhi's assassination as a reason to suppress the Eelam Tamils and to hide its hatred.
The Indian government had the same amount of anti-LTTE stand which the Sri Lankan Government took. The only difference was that India could influence the world better than Sri Lanka. In case, had India supported, Tamil Eelam would have blossomed.
India feared for two reasons
1. If Tamil Eelam gets liberated, Tamilnadu would also seek liberation. That would impact both India's geopolitics and economy.
2. Tamil Eelam was a non-recognised country, and when compared with the other non-recognised countries in the world, it was well-advanced in technology and warfare. During the time of peace (2001-2006), the fantastic growth achieved by Eelam became an irritant to the Indian upper caste.
After 1991, India started giving military and economic aids to Sri Lanka continuously. During the time of the third Eelam War, LTTE (Liberation Tigers of Tamil Eelam) was victorious in many battles. At that time, India was upfront in helping Sri Lanka in the areas of military and finance.
In the year 2018, the former Prime Minister of Sri Lanka Ranil Wickremesinghe visited India to condole the death of Indian former Prime Minister Atal Bihari Vajpayee. At that time, he said, "When I was the Prime Minister, LTTE was very powerful, and the country's economy was weak. Vajpayee helped for our economic growth. He gave us military training. Because of those helps, we could control the Sea Tigers".
The present President Gotabaya Rajapaksa said, "We had a good relationship with the Congress Government and the bureaucrats. In defeating the Tigers, we had their full support".
Congress was ruling India during the final stage of the war in Sri Lanka, and the Congress rule was under Sonia Gandhi's control.
1. Sonia Gandhi took a decision to kill Prabhakaran and destroy the Tigers. She firmly believed that it is the only solution to safeguard India's interest. She trusted that would be the only option to unstable the position of Pakistan and China in Sri Lanka. Manmohan Singh accepted her decision. During the time of peace, Sonia Gandhi was adamant in finding a solution to the Sri Lankan issue only through military intervention. She was offering military advice to Sri Lankan Government as like to control the public, to suppress the media and to strategize the military. Sonia Gandhi and Ranil Wickremesinghe played a major role to create friction in the leadership of Tigers, and they split Karuna and KP from the Tigers.
2. As per journalist Sam Rajappa of 'The Statesman' magazine, the Indian government showed a green signal to Sri Lankan Government to suppress the freedom struggle by military action. The news leaked from Colombo said that Sonia Gandhi consented to give all military supports to kill LTTE leader Prabhakaran and the intelligence wing in-charge Pottu Amman.
Indian bureaucrats functioned from the Prime Minister's Office like M K Narayanan, the National Security Adviser and Shivshankar Menon, the External Affairs Secretary, had given more importance to Sonia Gandhi's interest than the country's interest and they supported to this genocide. When the whole world was simmering to see the happenings in Sri Lanka, the Indian government kept its silence. If Rajapaksa and his counterparts are brought in front of the International Court against the war crimes and genocide attributed to them, the Indian government will not escape from it. Karunanidhi, the former Chief Minister of Tamilnadu, stood with and supported the Indian government against the Tigers. His support for the Indian government and his silence caused harm. He refused Prabhakarn's requests for help and seized the properties of Tigers in Tamilnadu. And he also refused to withdraw his support to the Congress' Union Government.
3. In 2007, RAW, the Intelligence Agency of India, with the help of the Tamilnadu Coastal Security Group, curbed the activities of Tigers in Tamilnadu. It also restricted the entry of the leaders of Tigers who escaped from Sri Lanka into Tamilnadu and also restricted the contacts to procure arms for the Tigers.
4. Karunanidhi had not given enough pressure to the Central Government to implement the resolution passed in the Tamilnadu State Assembly in the year 2011, which insisted upon to take actions to impose economic restrictions on Sri Lanka, to pass a resolution in the United Nations against those who were instrumental for the genocide and war crime. India had played a major role to dilute the resolution raised by United States in the United Nations' Human Rights Commission. Karunanidhi had not condemned it. Even though it was informed by Manmohan Singh that only because of the Indian government's efforts that the resolution was diluted, Karunanidhi maintained his silence.
5. Countries, including United States, decided to keep Tigers in the list of terrorist organizations. They decided to safeguard the Sri Lankan Government in the United Nations' Human Rights Commission.
With the help of Indians those who are in the right-wing parties of Canada, India wanted to pass a resolution to ban the leaders of Tigers. India had taken these political efforts.
6. India gave Sri Lanka a loan of 100 million USD to procure helicopters, warplanes and other arms and ammunition to attack. India gave JY11 3D type Radar Instruments worth 5 million USD to Sri Lanka during the peace time. It also gave two Indra-IN-PC-2D Radar Instruments for free of cost. It gave 13 MG warplanes, helicopters, and hundreds of dresses to soldiers.
7. India gave permission to the Sri Lankan army to use its Satellites. With their help and drones, the Sri Lankan army monitored the movements of Tigers. Indian Air Force continuously attacked the vessels of Sea Tigers, and it also attacked the ships which carried weapons. Indian Navy made all efforts to restrict the import of weapons that tigers made and it also restricted the escape of the leaders of Tigers.
Indian Navy demolished ten floating warehouses of Tigers. This made Sea tigers vulnerable. Indian Navy monitored the coastal area and shared the information with the Sri Lankan Navy. Sri Lanka became an important country which gets training from India. In the year 2008, India agreed to give annual training to the Sri Lankan Army. Unofficial meeting arrangements were made between Rajapaksa brothers and Indian bureaucrats like Indian Defence Secretary, External Affairs Secretary and National Security Adviser. Between the years 2007-2009, they met many times.
8. Sri Lankan Navy Admiral Wasantha Karannagoda said, "With the help of the information given by the Indian Navy, the ships of the Tigers were destroyed one by one. Because of that, material supply to the places which under the control of Tigers, was curbed. Due to this, we were able to progress further. So, we could destroy the nation established by Tigers in the north and east".
Till date, India is blocking the efforts taken by the Human Rights Commission to inquire about the war crimes done by Sri Lanka.
China:
China became the important friendly nation of Sri Lanka during the last phase of their internal war. China started its "Silk Road" Project. By providing debts to neighboring countries, China had started to grab their ports. China was deeply interested in swallowing the Trincomalee port, which was under Tigers' control and Hambantota port which was under Sri Lanka's control. By highlighting this, the Sri Lankan Government pleaded China to help to destroy the Tigers. China gave a seven billion dollar financial assistance to Sri Lanka. China gave six F-7 warplanes to Sri Lanka on free of cost. China gave bombs, tanks, guided missiles, rocket launchers, surface-to-air-missiles, optical to be worn in the night, telecommunication instruments, warships, and radars worth of 37.6 million USD. In addition to these, China gave training to the Sri Lankan Air Force Personnel.
"The Independent UK' magazine describes Chinese assistance to Sri Lanka as follows; Along with One billion-dollar money, China gave six F-7 warplanes and modern weapons worth of many million dollars. China asked its friendly nation Pakistan to provide weapons and training to the Sri Lankan air force. Importantly, China very carefully avoided the discussion of the Sri Lankan issue in the UN Security Council. A Chinese arms manufacturing company named Norinco gave 200 million worth of arms and ammunition to Sri Lanka. Another arms manufacturing Chinese company named Poly Technologies sold 120 mm Motor Bombs to Sri Lanka. Bullets worth 10.4 million dollars were sold, and they could be used for 70,000 times.
Apart from this, the Sri Lankan Government imported Tank Bombs worth of 20 million dollars and Bombs worth of 3.7 million from China. China gave 2.7 million dollars' worth of arms and ammunition, 14.5 million worth of bullets, 2000 RPG-7 Rockets, 500 numbers of 81 mm Motor Bombs to Sri Lankan Navy. It also gave 14.5 mm Double Barrel guns 50 numbers, 12.7 mm Machine Guns 200 numbers, 7.62 mm Machine Guns 200 numbers, and War Boats at par with Shinkai quality. After 2008, one-fourth of the boats in the Sri Lankan navy were given by China.
After the war ended, the Chinese Foreign Affairs officials argued in the UN Human Rights Commission that Sri Lanka did not do anything harmful to Tamils and they insisted upon that the commission should not inquire the violation charges against Tamils.
Pakistan:
Pakistan gave a military aid worth of more than 200 million USD to Sri Lanka and also gave arms, ammunition, rocket bombs, guns, mine bombs, warplanes, helicopters and intelligence information.
Between June 1999 and December 2007, Sri Lanka bought weapons from Pakistan worth 50 million USD and it increased to 150 million USD in the year 2009.
Muslim home-guards, who were trained by Pakistan's ISI, gathered secret information about Tigers in the North and West regions of Sri Lanka and handed over that information to the Sri Lankan army. They were instrumental in creating frictions among the Muslims, Christians and Tamils.
Vice-Marshal of Pakistan Air Force Shezad Aslam Chaudhry was appointed as High Commissioner to Sri Lanka. After his appointment, 15 to 17 well-experienced personnel from Pakistan Ari Force were brought to Sri Lanka, and they gave training to Sri Lankan Air Force. They involved in the fight happened at Mullaitivu and Kilinochchi, which were under the control of Tigers.
During May 2008, Sarath Fonseka, who was the Army Chief of Sri Lanka had a dialogue with Pakistan Army to procure arms and ammunitions. Sri Lanka bought 22 Al-Khalid MBT Tanks worth 100 million dollars. Pakistan gave Sri Lanka 1,50,000 60mm Tank Bullets and 1,50,000 hand grenades worth 20 million dollars.
Sri Lanka asked for 81mm, 120mm and 130mm Mortar Bombs worth 25 million dollars for one month from Pakistan during April 2009.
United States:
United States played an important role in breaching the peace agreement and helping the Sri Lankan Army.
United States gave a military assistance worth of 500 million dollars to Sri Lanka. United States helped Sri Lanka to buy arms and ammunition, and it also helped them by providing military training. During the year 2002, when Ranil Wickremesinghe was in power, United States signed an agreement with Sri Lanka to provide military training, to share military information and technology, to give training against terrorism, and to share secret military information. During the time of peace, in the year 2002, between September 12 to October 24, United States researched from its military base at the Pacific Ocean and gave recommendations to Sri Lankan Army, Navy and Air Force.
United States found out the weaknesses of the Sri Lankan army and gave out suggestions to use chemical bombs. Until 2010, they were not banned worldwide. In addition to it, United States suggested to use Gifir and MI - 24 warplanes to find out the targets and to fire bombs over them.
United States donated a warship named 'Samuthra', and with its help, the Sri Lankan army monitored the movements of Sea Tigers. It also gave planes to spy the tigers in the land too. With the help of these planes, the Sri Lankan army found out the movements of Tigers in the Vanni forest. It's very important to note that until that time, the Sri Lankan army had not possessed those kinds of instruments.
In the year 2006, United States insisted Sri Lanka to start the internal war again, and it helped in each phase of the war. Because of United States and its allied countries, the Sri Lankan Army became a powerful one.
United States had accepted that it had provided training to curb the riots, and it shared the intelligence information with Sri Lanka. It gave radars to monitor the coastal areas. With the help of those radars, Sri Lanka closed the route through which the materials were taken from India to Eelam. United States and its allied countries like Israel and Pakistan helped Sri Lanka to strengthen its army infrastructure. Because of the pressure given by United States, Canada and the European Union banned Tigers. Due to this, the financial support given by thousands of Eelam Tamils were curbed.
Two weeks after the victory of Rajapaksa in the election, Jeffrey Lunstead, the United Statesn Ambassador cautioned the Tigers to come to an agreement with Sri Lankan Government, otherwise, they would have to face the powerful Sri Lankan Army. He added, "We have helped the Sri Lankan Government by providing training to the army against terrorism, and by taking various supportive measures to safeguard its people. But we have not suggested them to have a dialogue with Tigers".
United Statesn Navy had given necessary intelligence information to the Sri Lankan Government. With that information, the Sri Lankan Navy hunted Sea Tigers. Based on this information, four vessels of Tigers were demolished.
Rajapaksa had confirmed this later. United States had shattered the ships of Tigers with the help of its automated aeroplanes. It also gave the license to the Sri Lankan Army to use its satellites. With the help of this activity, the Sri Lankan Army closely monitored the movements of Tigers in the Vanni Forest and curtailed the procurement of arms by Tigers in the Indian Ocean region.
While delivering a speech soon after winning the war, Rajapaksa said that United States helped to curtail the arms procurement of Tigers and insisted on imposing a ban on Tigers by the European Union.
United States's stand changed after Obama came to power in January 2009. Sinhalese Intellect Jude Lal Fernando said that United Statesn-British allied nations were the main cause for the genocide in 2009. If the peace talks had succeeded, thousands of lives would have been saved. United States is the reason for the political devastation that happened in 2009. Post- Tsunami Operational Management Structure, a combination of Tamils and Sinhalese was formed to help the people those who were suffered due to Tsunami.
Almost all the people of Sri Lanka were equally affected by Tsunami. United Statesn Government which is a part of peace talks, had allied with the core rightist parties and opposed this formation. In continuation of this, Jathika Hela Urumaya and Janatha Vimukthi Peramuna had filed a case against this structure. United States was instrumental in the failure of the peace talks. In 2005, United Statesn Army Officials handed over a letter to the Sri Lankan Defence Authority. In that letter, they suggested to capture the Trincomalee Port from Tigers. When Singhalese and Tamil Leadership were not prepared for war and engaged to bring a political settlement, the social activists were also aimed at the same, but United States which was involved in a dialogue took this stand.
Hilary Clinton, who was the External Affairs Secretary, wrote an email on 4th May 2009 mentioned, "I was with Kristner in a meeting organized by International Monetary Fund. It is mentioned that you have gone beyond your limits and stated that the IMF should have stopped its financial assistance to Sri Lanka. People belong to the World Bank, and International Monetary Fund wish that Tigers should be eliminated. Even if the civilians could be killed in this war by the Sri Lankan Government, would be acceptable for me".
Israel:
Israeli government has been helping Sri Lanka all the times. In the 1980s, it helped the Sri Lankan Government to make Singhalese Army to settle in the eastern province where Tamilians were the majority. In addition, to assist that settlement, it gave strategic military suggestions to the Sri Lankan Army. With the permission of United States, it gave Gifir and drone planes to Sri Lanka.
During the entire war period, Israeli Special Forces' Shayetet 13' Commandos continuously gave training to the Sri Lankan Army.
In addition to the given military aids worth more than many millions, Israel gave seven Gifir IAI warplanes to Sri Lanka. It also gave the monitoring boats Super Dvora MK II and attacking boats Dvora and Shaldag. Even today, they are being the integral part of the Sri Lankan Navy.
With the help of Israeli Gifir warplanes and French Mirage planes, in 1996 Sri Lankan Army formed Squadron 10. The members of this wing had gone to Israel and taken the training from them. Sri Lanka bought 29 MIG warplanes to attack the artillery.
In the year 2006, the Israeli government gave a monitoring instrument named Blue Horizon UAV, and with its help, the Sri Lankan Navy closely monitored the movements of Sea Tigers.
Sea Tigers were using a tactic called Swarm Tactic. The crux of that tactic is to attack a target from all the directions. Sri Lankan Navy defeated this strategy with the help of Blue Horizon UAV monitoring instrument and war boats Dvora, and Shaldag.
Israel uses Sri Lankan Navy base to test its missile launching.
Iran:
Black Tigers wing attacked Sri Lanka's Anuradhapura Air Base and destroyed 20 warplanes. It caused a heavy loss of 40 million dollars. After this loss, the Sri Lankan Government asked a loan with a low interest rate from Iran Government to buy drones and monitoring instruments. Having accepted the plea, Iran Government secretly gave the loan and invited selected Officers to give training. Researchers mentioned that the Iranian government had a project called 'Look East' and as a part of this project, it helped the Sri Lankan Government vigorously.
It also gave crude oil worth of 1.05 million dollars to Sri Lankan Army. In the year 2007, there was a military agreement signed between these two countries worth 140.9 million dollars.
In addition to the aid of supplying arms and bombs, Iran gave permission to Sri Lanka to use its military bases for many months without any cost.
When talked about the help extended by Iran to Sri Lanka, Sri Lankan Minister Vimar Veera Vamsa said, "Even though the other countries left us, Iran never leave us. Entire Sri Lanka is indebted to Iran".
"The Island" magazine while writing about the relationship between Sri Lanka and Iran says, "During the war at Jaffna, when Tigers were about to defeat Sri Lankan Army, Iran helped Sri Lanka. As soon as the Sri Lankan Government asked for help, Iran immediately sent its military aids through planes. Both countries formulated strategies to attack Tigers by boats".
Britain:
Since 1980, Britain has been helping Sri Lanka by providing military training. Britain's special Aviation Officers have started the Sri Lankan Army's special wings STF and LRRP. Till 2009, Britain exported high tech military weapons to Sri Lanka. In the year 2001, Britain announced Tigers as terrorists, but it did not give valid reasons. It also banned the Sri Lankan Tamils those who are living in Britain 3,00,000 in number, not to donate money to Tigers. This is one among the reasons for the shortage of money for Tigers in the fourth phase of the war. Before Sri Lanka announcing a ban on tigers, Britain announced the ban. At that time, Tigers were continuously insisting the Sri Lankan Government for peace talks. Before 11/9 attack happened in United States, this ban was announced by Britain against Tigers.
An attack made by Tigers on the Bandaranaike Airport which caused the Sri Lankan Government a loss of 358 million dollars. Because of this attack, tourism in Sri Lanka faced a severe loss. After this attack, Britain played an important role in providing financial assistance to Sri Lanka. Because of the pressure given by Britain, United States and India, the European Union imposed a ban on tigers.
Swedish Major General Ulf Henricsson, who was the Head of 'Sri Lanka Monitoring Mission', a body formed during the peacetime, blamed British and United Statesn Governments that they spoiled the peace talks and pressurized other countries to impose a ban on Tigers. In 2008, Britain Government supplied 4 million worth of army instruments and 3 million worth of weapons to Sri Lanka. It also sold guns and equipment to be used by army worth of 3,30,000 Euros. It sold protection equipment worth of 6,55,000 Euros. During 2006-2009, Britain supplied arms and ammunition worth of 12 million Euros.
Russia:
Along with military training, Russia gave weapons to Sri Lanka worth of 300 million. Russia was supporting Sri Lanka in all the resolutions brought against Sri Lanka in the UN. In 2009, during the last phase of the war, Canada, Mexico and the European Union were trying to pass a resolution to stop the war, but Russia and China voted against that resolution.
When the western countries raised a resolution to inquire about the war crimes, along with China and other countries, Russia opposed that resolution.
In the last phase of the war, Russia gave warplanes and weapons to the Sri Lankan Government. This aid includes Mikoyan-Gurevich Mic-27, Antonov An-32, Mil Mi – 17 warplanes, T-54/55 Tanks, BTR-80 APC army vehicles and Gepard fast War Ships worth of 158.5 million dollars.
The United Nations:
The United Nations did not take any initiative to protect Eelam Tamils. It also supported Sri Lanka and its military attacks. The United Nations did not care to protect the Tamils who lived in the warzone.
Because of the severe objection raised by the United Nations and the interference of the International Community, the war between Israel-Gaza and the war between Kurdistan – Turkey were stopped. In the Eelam Tamils case, the United Nations washed its hands.
When the war intensified, the United Nations asked its employees and human service activists to vacate the warzone. Only doctors and the employees of non-gazetted organizations remained there to safeguard the civilians.
During the last phase of the war, Prabhakaran contacted the United Nations' Officials and those who participated in the Norway Peace Talks including Erik Solheim. They conveyed him that the International Community and the United Nations' Human Rights Commission would interfere, pass a resolution and safeguard the Tigers and the Civilians. They also conveyed that they would reach a solution as how the United Nations interfered in the war between Israel and Gaza a few months ago.
During the month of April, though Prabhakaran accepted for a ceasefire, Tigers and their officers those who surrendered were tortured and killed. Bombs were thrown on civilians. The United Nations had done nothing about what it promised to Prabhakaran and kept its silence.
The United Nations General Secretary Ban Ki-moon visited Sri Lanka after the war and had seen the war-affected zone only for thirty minutes. He did not visit any of the camps where Tamils were staying. He reduced the number of Tamils killed in the war as to only 7,000.
Human Rights Commissioner Navi Pillay did not care about the Tamils. She did not meet any Tamil families 1,50,000 in number, those who suffered because of the attacks of the Sri Lankan Army. In 2013, when she spoke in the reporters' meet, expressed her views in a biased way, and she said, "I am proud to be a South African. Tigers were a group of killers, which committed many crimes and killed many lives. I came to Sri Lanka to participate in a memorial day of Neelan Tiruchelvam, a scholar and famous politician, who was killed by Tigers in 1999. I request the diaspora Tamils not to keep merciless organizations like Tigers in their memories".
On May 2, 2009, the United Nations Human Rights Commission organized a special meeting to inquire about the war crimes committed by the Tigers and the Sri Lankan Government. Two resolutions were about to be discussed. One is about the International Inquiry, and the other one is about the support of the International Community for the rebuilding activities happening in Sri Lanka. Sri Lankan Government supported the second resolution.
This resolution appreciated the Sri Lankan Government for releasing the Eelam Tamils from the hold of Tigers, and it did not talk about the killings of Eelam Tamils and about seeking permission for the International Organizations to visit the camps where the Tamils stayed. The United Nations accepted that 70,000 Eelam Tamils were killed by the attack of the Sri Lankan Army. It passed the second resolution and dropped the first one.
In the month of April 2010, a team from the United Nations have investigated the last phase of the war and submitted its report. This report mentions that the attack by the Sri Lankan Army is the main reason for the killings of civilians. This report also talks about the sexual harassments and tortures happened in the camps, and it says that those camps were not standard enough to live. The resolution brought after this report was opposed by many countries, including Middle East Countries, Central United Statesn Countries, India, China, Russia and United States.
The Internal Research Report of the United Nations (Petrie Report) lists out the failures of the United Nations.
Report Part 13:
As the Sri Lankan Government wanted to handle the threatening of the United Nations diplomatically, there was a strain in the relationship between the United Nations and the Sri Lankan Government. The Sri Lankan government banned the entry of many officials, those who condemn the government, by not giving an entry visa for many years. It expelled the local coordinators and threatened them that their visas would be cancelled. It also refused the appointment of experienced officials, those who can handle the critical situations.
Ban Ki-moon would be aware of these kinds of threats by Sri Lanka. But what did he do? Did nothing. Even his own officers were threatened; he did not take any action. At least he could have contacted Rajapaksa and told him that those kinds of activities could not be acceptable. It means that he would join hands with Rajapaksa and left the Eelam Tamils lonely.
The personnel of the United Nations were expelled by the Sri Lankan Government from the land of Eelam Tamils. Against these dangerous moves, Ban Ki-moon did not react.
Report Part 15:
Before the United Nations vacated, people approached the United Nations' Officials and said, "Since the International Community Organizations are being here, people have a trust that there would be safety and seeking the same, some of the families moved to Kilinochchi. In case if the Humanitarian Organizations had been vacated, the Sri Lankan Government would have killed people by bombing. That would endanger the safety of civilians. If the United Nations had gone out, there would not be any evidence". Though Ban Ki-moon was well aware of these dangers in advance, he did not take any actions.
Rajapaksa would have known that his friend Ban Ki-moon would not act.
On March 19, 2009, a Human Rights Commissioner stated that the acts of Tigers and the Sri Lankan Government could be considered as the acts against humanity. He also mentioned that whenever there was a talk about the violation of International Law, the United Nations deliberately avoided mentioning Sri Lanka.
But United Nations' Officials said that if they find fault with Sri Lankan Government, it would not be possible to work in the field. This statement is not an acceptable one from the Human Rights Commission. When the situation in Vanni became worsened, member countries of the United Nations and the Officials from the office of the United Nations General Secretary blamed that there is no information came from Vanni about the International Human Rights and the position of Human Law. For these issues, Ban Ki-moon should take responsibility as he held the position of General Secretary of the United Nations.
Report Part 31:
On May 18, 2009, information leaked that the important leaders of Tigers were killed due to the crash happened between themselves. This was claimed by the government.
But reliable sources said that those who came out with white flags to surrender were killed by the government. The killing of those who want to surrender is a war crime. Sri Lankan Army did this.
Report Part 33:
During the time of war, the member countries have not discussed the happenings in Sri Lanka in Security Council or in Human Rights Commission or in General Council.
If Ban Ki-moon had decided, he would have conducted meetings in these councils, but he did not. More specifically, he never allowed the Security Council to discuss these issues, and it shows that he supported and safeguarded Rajapaksa's Government.

Soon after the war ended, Ban Ki-moon travelled to Sri Lanka on 22 and 23 May 2009, despite many High-Level Advisers cautioned him not to visit.
Why he waited until the war got over? He has to explain it. From the plane, when he looked over the areas in Mullaitivu, which was devastated by the war, he mentioned that he had not seen these kinds of destructions anywhere. He visited only one camp where Tamils stayed, and he accepted their hospitality. These were the actions of the United Nations' General Secretary. After this incident, Sri Lanka gave a self-appreciation to itself, and it passed a resolution in the Human Rights Commission.

On May 19, the war came to an end, and on that day, seventeen member countries supported to have a special discussion on Sri Lanka in the United Nations' Human Rights Commission. They decided to have the discussion on May 26 and 27. Though the Sri Lankan Government does not like it, when the discussion is confirmed, the Sri Lankan Government submitted a draft resolution. As it advanced the nations those who plan to conduct the special discussion, Sri Lanka's resolution became the basis for the proceedings of the Council. That resolution appreciated the support given to the local refugees, and it welcomed the efforts that the Sri Lankan Government took to protect the human rights. It also requested the cooperation of the International Community to Sri Lanka. The council passed this resolution. Though that resolution recognized the joint report, it did not mention about the accountability.

On September 14, 2009, the United Nations' General Secretary wrote a letter to the Sri Lankan President, in which he stated that he is going to form an expert committee to advise him on accountability and to help Sri Lanka. But Rajapaksa did not respond. During May 2010, documentary reports which were asking for the international actions on accountability and violation came out from International Committee and non-government service organizations.
On May 6, 2010, the Sri Lankan Government formed an internal inquiry committee in the name 'Lessons Learnt and Reconciliation Commission LLRC'.

The Officials of Vanni submitted a statement to the LLRC in which they stated that there were 3,60,000 civilians became refugees during the last phase of the war. Local Government Officials also stated that the population in that region at that time was 4,29,000. But the Sri Lankan Government insisted that there were only 70,000 civilians. The United Nations believed that 3,00,000 civilians stranded in that region.
As the government was refusing the data, it argued that the humanitarian help given by vehicles were unnecessary. It also refuted the statements which were highlighting that there was heavy loss of human lives.
The food supply given by the aid of the United Nations during the period from September 2008 to May 2009 was reduced from 20 per cent to 0 per cent. Doctors those who were serving in Vanni mentioned that thousands of people died due to lack of nutrients and insufficiency of medicines.

The European Union:
The European Union imposed a ban on Tigers because of the pressure given by India, United States and Britain during May 2006.
The Head of 'Sri Lanka Monitoring Mission' Swedish Major General Ulf Henricsson said the ban on Tigers imposed by European Union was the biggest blunder. He also added that he was insisting the government to bring the Tigers for talks and it was not necessary to ban them at that time. But everything happened at a faster rate. Pressures were coming from the United Statesn Government and the Sri Lankan Government.
In an incident happened near Mullaitivu, the European Union heard only the version of the Sri Lankan Government. They did not contact Tigers or inquired about with them. But Tigers had different thoughts over that incident. But the European Union heard only the views of the Sri Lankan Government, and it imposed a ban on Tigers and announced them as terrorists. This has given a green signal to the Sri Lankan Government to do whatever they wish to do. So it turned as a war against terrorism. The International Community wished the same. It is a big mistake. If you treat Tigers as terrorists, the Sri Lankan Government should also be treated in the same way, because the Sri Lankan Government also was doing the same kinds of activities. This is known to everyone. Only because of this ban, a possible solution through a talk eluded. The Sri Lankan Government also does not want that solution. The ban on Tigers had not been implemented in the parliament of the European Union, but it happened in the restaurants of Brussels due to the pressure given by United Statesn- Britain Governments.
The ban by the European Union is the biggest political setback in the history of Tigers. Tigers depended mainly on the financial support of the Tamils those who live in Europe. The Assets of Tigers in all parts of Europe were frozen. Their activities were banned. Diaspora Tamils those who live in Europe were banned to give any financial assistance.
Diaspora Tamils those who live in Europe contributed 300 million dollars' worth of financial assistance to Tigers. This has been reduced considerably due to the ban.
In 2007, the member countries of the European Union Bulgaria, Czech Republic, Slovakia, Italy, Lithuania, the Netherlands and Poland supplied weapons to Sri Lanka worth 4.09 million dollars, though they preached human rights.
The European Union Countries arrested people those who collected funds for Tigers, and they provided intelligence information about Sea Tigers to Sri Lanka. They also supplied innumerable weapons to the Sri Lankan Government.
In 2016, the Supreme Court of the European Union felt that the ban on Tigers was wrong and it removed it. From this, it is visible that British, United Statesn and Indian Governments threatened the European Union and made it to impose a ban on Tigers.
Libya:
An agreement was signed between the Sri Lankan and Libyan Governments about the import of petrol, and this helped Sri Lanka to get petrol for its vehicles at the last phase of the war.
South Korea:
South Korean government gave worth of 531 million dollars' assistance for the economic growth of Sri Lanka and to maintain the smooth relationship between these two countries.
Czech Republic:
In 2008, the Czech Republic gave RM-70 Rocket launching instruments and Praga V3 Vehicles to Sri Lanka.
Ukraine:
Ukraine sold four Mig-27 warplanes worth of 9.8 million dollars to Sri Lanka.
France:
French government cooperated with the activities of the European Union, and it gave the intelligence information about the ships of Tigers to Sri Lanka.
It gave Mirage warplanes, military aids and weapons to the Sri Lankan Government due to the pressure given by United States and Britain.
Japan:
Japan gave almost 45 per cent of the aids from the foreign countries to Sri Lanka during the peace talk time.
It gave military intelligence information about the movements of Sea Tigers and it gave two ships to Sri Lankan Navy. It also arrested the supporters of the Tigers.
Maldives:
From the western part of the Indian Ocean, Maldives gathered intelligence information and gave it to Sri Lanka. It shared the information about the movements of Sea Tigers and it also captured one ship.
Slovakia:
Slovakia supplied rockets worth 1.1 million Euros to Sri Lankan Government during 2006-09.
Switzerland:
Switzerland imposed a ban on Tigers due to the pressure given by United States, Britain and the European Union.
It also banned the financial assistance given by 40,000 Tamils those who live in this country and it also arrested them.
At present, the court of Switzerland removed the ban on Tigers.
Australia:
Australia gave 27 million dollars' military assistance to Sri Lanka during 2009.
Diaspora Tamils those who live in Australia helped the Tigers in a massive way. In 2006, the Australian government announced Tigers as a terrorist organization and banned it. It also banned the people those who give financial assistance to Tigers. It named those who contributed beyond the ban as the supporters of terrorism and arrested them.
Cuba:
After the support given by Bolivia and Nicaragua, the member countries of ALBA which is the joint organization of Latin United States, Fidel Castro of Cuba announced his support to Sri Lanka.
In 2012, a resolution was passed in the Human Rights Commission against Sri Lanka to inquire about the human rights violation. But Cuba and the member countries of ALBA supported and voted for Sri Lanka and opposed the resolution.
In the early days, Castro announced, "In this world, those who are being swindled are our friends and those who swindle us are our enemies. All revolutionists are our brothers". But he took a diagonally opposite stand and announced his decision.
Indonesia:
A manufacturing company belongs to Indonesia named 'Sentra Surya Ekajaya' manufactured many trucks P2 APC which can carry army personnel and gave them to Sri Lanka.
Indonesia was being an important place from where Tigers have bought their weapons. But it gave the intelligence information about the ships of Tigers to Sri Lankan Government. With the help of this information, in 2007, the Sri Lankan Government destroyed the ship of Tigers.
Greece:
In 2007, Greece supplied 32,400 numbers of 81mm motor guns to Sri Lankan army worth three million dollars.
Canada:
Canada declared Tigers as a terrorist organization on 6th May 2006 due to the continuous pressure given by India, United States and England.
Diaspora Tamils massively live in Canada. Due to the ban on Tigers, 3,00,000 Tamils were banned to donate to Tigers.
Tigers had the diaspora set up in Canada, next to Europe. Even though thousands of Tamils fought against the ban, it was not removed.
Though all the world leaders greeted Sri Lanka for its victory, Canadian President Stephen Harper refused to do so. He refused to visit Sri Lanka to commemorate the victory after one year.
Only the Canadian Government officially announced the killings of innocent Eelam Tamils in its report. Other countries sent their appreciation and limited themselves. With the help of 39 countries, having spent lakhs and lakhs of dollars, the Sri Lankan Government did the genocide against the Tamils.
